About The Job

The Institute for Adult Learning (IAL), an autonomous institute of the Singapore University of Social Sciences (SUSS), is at the forefront of building capabilities and offering continuing professional development for an effective, innovative and responsive Training and Adult Education (TAE) sector.

 

As Assistant Director (Capability Development, Internationalisation) in Centre for Skills-First Practices, you will play a key role in advancing the adoption of skills-first practices by designing and delivering high-quality capability development programmes, developing and piloting practical tools and solutions, and supporting client-facing consultancy initiatives.

 

You will work closely with local and international stakeholders to translate jobs-skills data and workforce transformation concepts or methodologies into practical applications that enable stakeholders adoption. This includes developing scalable capability development models informed by pilot implementations.  You will contextualise skills-first concepts and practices for diverse countries and sectoral contexts, while ensuring exceptional client experience and high delivery standards, particularly for revenue-generating engagements with local and overseas partners/clients.

 

This role blends programme delivery, client facilitation, stakeholder coordination, and hands-on project execution. It requires a dynamic and self-driven professional with strong programme development, facilitation, communication, and adaptive project delivery skills. You will report to the Deputy Director and work closely with cross-functional team and external partners in a fast-paced, evolving environment

What You Will Be Doing

Capability Development Programmes and Client Engagements 

You will represent the Centre and IAL to deliver skills-first related capability development programmes including workshops and consultancy engagements, with a strong focus on revenue-generating engagements for local and overseas clients. 

You will:

  • Contextualise and adapt curriculum and facilitation content for different country, organisational, and sectoral contexts
  • Execute assigned components of overseas programmes to support whole-of IAL’s international engagements
  • Ensure high standards of client experience and delivery quality in alignment with programme objectives
  • Support the identification and development of overseas client engagements, working closely with IAL’s partnership team to work on strategic cross-border initiatives

 

Digital Learning and Skills-first Transformation Projects Enablement 

You will contribute to the design and development of scalable learning solutions that enable stakeholders to build capability in applying skills-first practices. You will also support the development of practical tools and resources that help organisations implement skills-first practices.

You will:

  • Work with subject matter experts and technology partners to translate complex jobs-skills resources and work transformation pilots into accessible and engaging learning formats
  • Execute transformational projects initiatives that embed skills-first approaches and adoption, from project scoping to pilot testing and delivery
  • Experiment with new capability development approaches and the development of operational tools, templates, and facilitation materials to improve programme effectiveness
  • Evaluate insights from pilot testing and translate them into scalable models for implementation

Job Requirements

We’re looking for a dynamic practitioner with strong execution capabilities, stakeholder savvy, and a passion for advancing skills-first transformation.

The ideal candidate will demonstrate the following skills and attributes:

  • Consulting and Facilitation: Able to lead strategic conversations, diagnose client needs, and facilitate workshops or training sessions with clarity and confidence, especially in international and multi-stakeholder settings
  • Content and Capability Development: Proficient in creating facilitation materials, templates, and operational tools that translate insights and frameworks into practical applications for capability development
  • Curriculum Adaptation and Localisation: Skilled at contextualising training content to different sectoral, organisational, or national contexts using skills-first frameworks
  • Stakeholder Engagement: Adept at building rapport and working with partners, clients, and internal teams across levels to co-create solutions and sustain engagement
  • Innovation and Prototyping: Comfortable testing and iterating new approaches with users or stakeholders and refining models for scale
  • Project Coordination and Execution: Strong ability to plan, execute, and manage multiple deliverables and timelines

Good to have / Added Advantage

  • Experience working with within national agencies (e.g., SSG, WSG) or in international consulting environments involving workforce transformation or capability development
  • Familiar with the SkillsFuture ecosystem, including skills frameworks, jobs-skills insights, and the use of data and digitalisation to drive skills-first strategies
  • Exposure to areas such as adult learning, curriculum design, or organisational development
  • Brings an international or cross-cultural lens to consulting, training, or system-level change, with the ability to adapt approaches across contexts
  • Knowledge of service design, agile methods to support iterative prototyping and user-centric programme design
