Assistant Director (Learning Technology and Systems)

Job Description

In this position, you will lead the learning technologies functions in IAL to explore, develop and implement online pedagogies and learning systems to advance the capability development, professionalisation and practice of the Training and Adult Education (TAE) community. 

You will report to Director, Learning and Professional Development with the following responsibilities:

  • Lead 3 teams in executing LPDD workplans:
    • Learning Systems – Designing and managing an online micro-credentialling initiative for the TAE community, and continuous improvement of the use of learning management system by IAL learners
    • Talent Platform for TAE practitioners – Development, implementation and maintenance of an online talent management portal for the TAE community, premised on the integration of skills profiling, job search, learning and recognition functions
    • User Experience – Enhancing IAL learner experience, premised on use of data and design thinking to for continuous improvement of learning experience and other touchpoints within IAL
  • Actively source and collaborate with credible external partners to improve quality of IAL’s capability development initiatives
  • Strategise, plan and direct innovation and experimentation in skills development, skills recognition and benchmarking to enhance quality of TAE provisions and model adoption of national initiatives such as TAE Skills Framework and TAE Industry Digital Plan
  • Collaborate closely with internal teams and external stakeholders to facilitate smooth implementation of initiatives in accordance with organisational standard operating procedures and corporate governance requirements
  • Prepare and execute divisional budget and workplan to support IAL’s strategic direction
  • Review project management processes to enhance staff productivity and work efficiency
  • Support IAL corporate projects
Job Requirements
  • At least Masters qualification preferably in one of the fields of vocational and continuing education, or adult learning, or in a related field such as Training and Development or Human Resources Development
  • Full WSQ Advanced Certificate in Training and Assessment (ACTA) qualification and Diploma in Adult and Continuing Education (DACE), or equivalent preferred
  • Technically strong in information technology (eg. programming, applications)
  • Proven track record in analysing emerging industry applications of learning technology and integration opportunities to improve learner experience
  • Experience in conceptualization, deployment and analysis of learning technologies (eg. micro-learning, digital badging)
  • At least 7 years in a management role supervising of direct reports in learning and training
  • Conversant in business and financial best practices and terminologies, drawn from experiences in the private sector
  • Strong strategic, analytical thinking and sense-making capabilities to drive innovation initiatives
  • Proven team management capabilities, with strong communication, networking and interpersonal skills and the ability to coach, engage and motivate staff to achieve organisational goals
  • Open and collaborative mindset to forge partnerships and stakeholder buy-in for new initiatives
  • Resilient and adaptable to change in a fast-paced environment that requires multi-tasking
  • Excellent written and verbal skills
