Singapore University of Social Sciences, the leading university of lifelong learning and social good, is seeking an Chief Human Resource Officer (CHRO) to lead, shape and implement robust HR policies and strategies that are in line with its mission and vision.

As a CHRO, you will provide strategic leadership through the management of a comprehensive human resources office, including talent acquisition, retention, and employment services, performance management, benefits administration, compensation, and salary administration, training and staff development, regulatory compliance, employee relations, human resource information systems and records management. You will report to the President of the University.  We are looking for a qualified HR professional with at least 10 years of relevant working experience at the senior leadership level.

Job Description

  • Be a strategic partner and provide strategic guidance to Senior Management and Board Members through identifying key HR issues, conducting internal and external benchmarking activities, and making related recommendations.
  • Develop and drive progressive people practices across the university and design HR strategies and initiatives aligned with overall strategic thrusts and evolving needs of the university.
  • Serve as custodians of culture, designing specific programs and strategies to ensure a healthy and engaged workplace align with the University’s core values.
  • Lead HR transformation programs aimed at optimizing the workforce, HR technology, and operational excellence in HR service delivery.
  • Design and implement talent management & succession planning initiatives for the university.
  • Provide strategic insights into manpower planning and develop strategies for the acquisition and retention of talent, and the appropriate compensation and benefits to achieve the university strategic goals.
  • Oversee the development and implementation of learning and development strategy to foster a culture of lifelong learning, resilience, and change agility.
  • Build partnership and serve as a liaison between the universities and external organizations, such as government agencies and professional associations, on matters related to human resources.
  • Develop and drive the adoption of workforce analytics (HR metrics and analytics) to improve HR effectiveness and support manpower planning and management in the university.

Job Requirements

  • Bachelor or Master’s degree in Human Resources, Business Administration, or a related field.
  • Extensive experience of at least 10 years in people management and senior leadership role.
  • Well-versed with a strong knowledge of HR laws, regulations and best practices.
  • Strategic thinking and planning skills, with the ability to develop and implement effective strategies in the hiring, onboarding, engagement and retention.
  • Excellent communication, interpersonal and problem-solving skills.
