Deputy Director, Learning & Professional Development

About The Role

In this position, you will report to the Director of the Learning and Professional Development Division (LPDD) to impact the Training and Adult Education (TAE) community through advancing capability development, adopting education technology, and professionalizing the practice of those in the community. The roles and responsibilities include but are not limited to the following:

  • Lead the design and development of qualification-based programmes, certificated programmes and professional development initiatives for continuing professional development of Adult Educators (AE)
  • Plan and promote the capability development of the TAE sector through close reference to the Singapore Skills Framework, building a strong network of AE professionals and enterprises to drive adult learning excellence
  • Assist D/LPDD in growing engagement and partnership opportunities with the autonomous universities through community-building initiatives.
  • Coach, mentor and develop internal capabilities of staff to build a high performance division
  • Drive the seamless integration of pedagogy and technology within LPDD and across divisions.Lead the integration of pedagogy and technology, spearheading learning innovation in adult education and role-model for the Training and Adult Education sector.
  • Lead and collaborate with the rest of LPDD to shape a robust Adult Education ecosystem, fostering innovation by strategically bridging gaps among diverse stakeholders.
  • Collaborate closely with all (both internal and external) internal teams and other IAL stakeholders to facilitate smooth implementation of initiatives in accordance with organisational standard operating procedures and corporate governance requirements
  • Prepare and execute divisional budgets and workplan on an annual basis to support IAL’s strategic directions and KPIs
  • Manage quality assurance processes for continuous improvement of learning programmes and resources developed by IAL
  • Undertake any other duties, including cross-divisional projects or events, as assigned by Director/LPDD or higher appointment office bearers

Job Requirements

  • Post graduate qualification preferably in the areas of Learning Science and Technology, Adult Education, Workforce Development, or Human Capital Development
  • At least 8 years of experience in management role in education and training related fields such as professional development, or curriculum development
  • Proven team management capabilities, with strong interpersonal skills and the ability to coach, mentor, engage and motivate staff to achieve organisational goals, as well as maintain positive relationships with internal and external stakeholders
  • Strong strategic, analytical thinking and planning skills, with the ability to drive and develop effective strategies and programmes in the TAE space
  • Resilient and adaptable to change in a fast-paced environment that requires multi- tasking
  • Excellent communication and problem-solving skills
  • Full WSQ Advanced Certificate in Training and Assessment (ACTA) qualification and Diploma in Adult and Continuing Education (DACE), or equivalent preferred
  • The successful appointee will be based in IAL Campus located at Lifelong Learning Institute at Paya Lebar.
