About The Job

Reporting to the Assistant Director, Workplace Innovation, the position serves as the team’s consultant network and capability development specialist, with two primary areas of responsibility.

 

First, the appointee will lead the management and development of CWLI’s WPL consultant network - managing the consultant lifecycle from identification and appointment through onboarding, deployment, and ongoing community development. The appointee will design and deliver consultant engagement and capability development activities - including development of professional development courses, co-creation of learning experiences, and engagement with the wider ecosystem - to strengthen the capability of CWLI’s WPL consultant pool and the broader workplace learning practice community.

 

Second, the appointee acts as the deputy Mentorship Support Programme manager to ensure the design and implementation of the workplace learning projects funded by the programme meets its intended objectives and have the expected impact. The incumbent is also expected to work effectively across teams and collaborate to synergise the different programmes to build on the achievements of the different programmes and initiatives.

What You Will Be Doing

  • Consultant Network & Capability Development: Lead the end-to-end management of the WPL consultant network, including consultant recruitment, onboarding, deployment, engagement, and retention.
  • Serve as the key liaison for consultants, providing project support, issue resolution, and coordination with internal stakeholders.
  • Design and deliver capability development initiatives, including Communities of Practice, peer learning, action learning, and professional development programmes to strengthen consultant capabilities and workplace learning practice.
  • Build and maintain relationships across the workplace learning ecosystem, leveraging sector insights to enhance consultant development and position the consultant network as a valued contributor to industry practice.
  • Develop and curate knowledge resources, case studies, practice guides, and learning materials to support consultant and practitioner growth.
  • Consultancy Project & Grant Management: Manage workplace learning consultancy and grant-funded projects, ensuring alignment with organisational priorities and workforce development objectives.
  • Develop and implement grant administration, evaluation, and review processes to support the assessment, approval, and monitoring of workplace learning initiatives.
  • Provide consultancy and advisory support to project stakeholders, addressing implementation challenges and driving successful project outcomes.
  • Monitor, evaluate, and continuously improve workplace learning initiatives to ensure relevance, effectiveness, and impact on enterprises and workforce development outcomes.
  • Undertake additional responsibilities and projects as assigned in response to organisational priorities and evolving industry needs.

Job Requirements

  • Bachelor’s or Master’s degree in a relevant field (or equivalent experience) with 5–8 years of experience in workplace learning, L&D consulting, organisational development, or related advisory roles, preferably supporting enterprise capability building and workforce transformation.
  • Strong facilitation, co-creation, learning design, and content development capabilities, with experience developing practitioner capability through adult learning approaches.
  • Experience engaging and influencing diverse stakeholders across enterprises, consultants, training providers, educational institutions, and sector partners.
  • Good business acumen and understanding of workforce development, enterprise learning needs, and capability-building initiatives.
  • Strong communication, presentation, systems thinking, and problem-solving skills, with the ability to provide sound recommendations and drive stakeholder engagement.
  • Self-motivated and collaborative team player with the ability to manage multiple priorities, meet deadlines, and deliver KPIs; prior experience in the TAE sector or L&D consulting is an advantage.

 

The successful appointee will be based at IAL Campus, located at Lifelong Learning Institute next to Paya Lebar MRT station.
