About The Job
The Office for Skills-First Practices aims to build capability and mindshare of stakeholders to articulate, activate, and recognise skills, thereby driving the optimisation of human capital development and effective use of skills in Singapore.
As a Manager (Capability Development, Internationalisation) in the Office for Skills-First Practices (OSP), you will play a pivotal role in driving and aligning the direction, design, and delivery of Continuing Professional Development (CPDs) programmes that advance the adoption of skills-first practices across the ecosystem. Your focus will be on ensuring that each programme’s intent and learning objectives align with broader strategic outcomes. Acting as a key bridge between skills-first objectives and learning needs, you will work closely with content partners and curriculum designers to ensure coherence, relevance, and impact.
You will also contribute to the office’s internationalisation and thought leadership agenda by supporting global partnerships, coordinating flagship events, and managing platforms that amplify the office’s impact.
The role blends project planning, stakeholder engagement, operational execution, and budget oversight, requiring a dynamic and self-driven professional with strong project management, communication, and coordination skills. You will report to the Deputy Director and work closely with both internal teams and external partners in a fast-paced, evolving environment.
What You Will Be Doing
- You will lead the planning and implementation of Continuing Professional Development (CPD) programmes that enable diverse stakeholders across the workforce development and Training & Adult Education (TAE) ecosystem to adopt skills-first practices. In your role as project manager, you will oversee end-to-end programme execution. This includes managing project timelines, risks, reporting and quality assurance, as well as facilitating meetings, documenting key decisions and ensuring timely follow-ups.
- You will collaborate with internal and external stakeholders, including content providers, curriculum designers and vendors, to co-create learner-centric programmes and ensure alignment on the programme goals. You will track programme performance, including adoption, learner satisfaction, and completion rates, and use insights from feedback and After-Action Reviews (AARs) to drive continuous improvement. You will also explore AI-enabled tools and solutions to enhance learning experience and scalability.
- In support of the Office’s internationalisation agenda, you will identify opportunities to develop global partnerships and work closely with IAL’s partnership team to establish whole-of-IAL strategic collaborations and design cross-border initiatives that strengthens international engagement.
- Operationally, you will manage the Office’s structured knowledge management system and oversee ongoing enhancement to the website, ensuring that content is current, user experience is optimised, and site analytics are regularly reviewed. You will also support the Office’s budgeting, KPI reporting, procurement and mailbox operations.
- You will oversee the planning and logistics for key events and initiatives, ensuring alignment across timelines, stakeholders and vendor deliverables.
- Beyond your core responsibilities, you will contribute to cross-functional projects and help foster a positive team culture that embraces Care, Openness and Innovation. You are also expected to invest in continuous learning to remain adaptable and stay responsive to evolving needs.
Job Requirements
- Bachelors Degree with 5-8 years of relevant working experience
- Experience in Learning and Development (L&D) in designing and delivering capability programmes or coursework preferred
- Proven experience managing multi-stakeholder projects and coordinating across functions
- Professional certifications in project management, adult learning, or instructional design will be an advantage
- Strong organisational, planning, and communication skills
- Self-motivated, resourceful and proactive team player who can work independently
- Familiarity with budgeting, knowledge management, and event logistics is preferred
- Excellent project and time management skills with the ability to oversee multiple workstreams
- Strong stakeholder management and interpersonal skills across levels of seniority
- Clear and confident communicator with strong written and verbal communication abilities
- Highly organised, detail-oriented, and able to exercise initiative and sound judgement
- Comfortable working independently and collaboratively in dynamic, fast-paced environment
- Proficient in digital tools and platforms (e.g. MS Teams, SharePoint)
- The successful appointee will be based in IAL Campus located at Lifelong Learning Institute next to Paya Lebar MRT station.
