About The Job
The Institute for Adult Learning (IAL), an autonomous institute of the Singapore University of Social Sciences (SUSS) administers the Training and Adult Educator Professional Pathway (TAEPP), a national initiative supported by SkillsFuture Singapore (SSG). TAEPP supports the professional standards, quality assurance and regulatory integrity of Singapore’s adult education sector through the National Adult Educator Registry.
This role leads in the development and implementation of TAEPP policies, standards, communications, and partnerships. Working under the guidance of the Deputy Director, this role is responsible for providing direction to the team, driving implementation of approved policies and standards, and ensuring alignment across stakeholders, operations and systems.
What You Will Be Doing
- Lead the development and maintenance of the TAEPP policy and standards framework, including documentation of policy positions, decision rationales, effective dates and agreed exception principles.
- Provide direction in translating approved policy intent into operational guidance (e.g. SOPs, FAQs and templates), and work with internal teams to ensure consistent understanding and application.
- Lead governance of the Continuing Professional Development (CPD) framework, including oversight of CPD whitelisting, evaluation of external programmes, and coordination of exception cases in accordance with established benchmarks.
- Lead and coordinate cross‑functional issue resolution and escalations, supporting alignment across policy, operations and system implementation, and flagging policy–operations–system trade‑offs for resolution at the appropriate level.
- Manage and oversee TAEPP communications artefacts and messaging to ensure clarity, consistency and alignment with approved policy positions.
- Lead engagement and alignment with key ecosystem partners, including government agencies, Institutes of Higher Learning and training providers, in line with agreed engagement strategies.
- Lead change and release activities arising from policy or standards updates, including preparation of change summaries, service readiness coordination and handover to Registry Operations.
- Supervise, guide and oversee officers within the policy, standards, communications and partnerships function, including work planning and delivery oversight.
Job Requirements
- Degree or postgraduate qualification with at least 6–8 years’ experience in policy support, governance, standards, or regulatory‑driven environments, preferably within the public sector or CET ecosystem.
- Experience working with multiple stakeholders across agencies or institutions.
- Ability to analyse, document and communicate policy and standards clearly and accurately.
- People supervision or team‑coordination experience.
- Strong written and verbal communication skills.
- Familiarity with adult education or Continuing Education and Training is an advantage.
The successful appointee will be based in IAL Campus located at Lifelong Learning Institute next to Paya Lebar MRT station.
