The Manager / Senior Manager (Civil and Structural), Campus Development reports to the Associate Director, Campus Development and is responsible for civil and structural engineering works related to the development of a new flagship campus. The scope of work includes managing projects involving railway protection zones, road structure safety zones, demolition/strengthening/modification of existing structures, extensive excavation/backfilling, deep basement construction, complexities associated with the existing soil conditions/geotechnical factors, elevated pedestrian linkway, transport impact assessment, traffic refinement/enhancement and civil infrastructure works.    

Job Description

  • Responsible for civil and structural engineering works, including managing the construction-related productivity and sustainability solutions for the building developments, infrastructure, addition and alteration works which will encompass conducting feasibility studies, budgeting, funding approval, design, project programming, procurement, regulatory compliance, design review and quality assurance.
  • Manage, evaluate and advise on appropriate civil and structural engineering solutions proposed by consultants to meet the project objectives, requirements, budget, specifications and code requirements.
  • Review and value-add to the designs/specifications/drawings submitted by consultants and contractors to ensure structural integrity, quality, compliance and value for money.
  • Attend consultant and site meetings with the Project Team and conduct inspections on site to ensure that the civil and structural engineering works carried out by the contractors meet the desired quality/workmanship, specifications, code requirements and the projects are completed on time and within budget.
  • Manage external/outsourced resources (consultants and site supervisory staff) to execute the projects.
  • Provide technical support to stakeholders in the resolution of technical issues when needed.
  • Undertake any other tasks or responsibilities as required in the course of work.

Job Requirements

  • A recognised Degree in Civil Engineering and/or a relevant Degree from a recognised University with at least 10 years of relevant working experience as a Civil and Structural Engineer or Project Manager preferably in public/developer organisations or consulting firms.
  • Relevant experience in the planning, design and implementation of projects involving deep basement construction, railway protection zones and/or road structure safety zones.
  • Working experience in managing Land Transport Authority (LTA) projects and/or registered Professional Engineer are added advantages.
  • Relevant experience in the planning, design and implementation of civil and structural engineering works for large-scale development projects.
  • Working experience and knowledge of Government policies, functions and requirements of Key Agencies and the regulatory framework for development projects.
  • Strong interpersonal skills, positive working attitude and good team player.
  • Good writing, communication and presentation skills.
  • Detail-oriented and yet capable of macro analysis with good acumen in management and resolution of technical issues and challenges.
  • Conversant in various applications such as Microsoft Project, Microsoft PowerPoint, Microsoft Word and Microsoft Excel.
