About The Role
The position will report to the Director, Centre for Workplace and Learning Innovation. In this position, the appointee will strategise, lead, develop and implement IAL’s efforts to drive the development of proprietary workplace learning interventions and initiatives. He/she will ensure intervention/ initiative relevance and efficacy to meet set objectives and contribute to efforts to raise the quality and standards of workplace learning and workforce transformation in Singapore. The appointee will oversee the NACE-IAL projects and manage a team in the department.
What You Will Be Doing
Key activities related to these responsibilities include:
- Conceptualise new initiatives to strengthen and increase impact in workplace learning interventions, particularly in translating workplace learning innovations into feasible, implementable solutions for wider adoption and proliferation of sound practices and solutions.
- Strategise implementation and evaluation of initiatives and collaborative approaches to better embed workplace learning related innovation activities and improvement cycles.
- Engage with a diverse range of sector stakeholders, including enterprises, learning consultants, Training Providers, L&D practitioners, Institutes of Higher Learning (IHLs) and educational technologists, to strengthen the ecosystem's capacity for workplace learning.
- Lead and oversee the teams on the following:
- Conceptualise and implement a scalable strategy to enable an evidence informed action plan to realise the national and IAL's workplace learning intervention objectives, that could encompass action research projects, case studies, and monitoring & measurement frameworks.
- Collaborate with external parties, internal teams and other divisions within IAL to explore and create IAL's intellectual property through experimental and developmental projects in new learning solutions and products, including diagnostic toolkits, job design, and skill based pedagogies.
- Develop and implement how-to strategies and adoption plans to bring successful and proven products from the experimental and development projects to market
- Oversee the scope and content development of the Graduate Diploma in Workplace Learning, ensuring its teaching and learning quality and continued recognition as a premium WSQ workplace learning professional development programme
- Lead and oversee NACE-IAL projects, ensuring alignment with IAL’s broader workplace learning strategy and national workforce development goals -
- Develop and implement an effective grant management process to support the delivery of the workplace learning projects.
- Develop and implement an evaluation and review framework on grant application processing and approval of workplace learning proposals.
- Provide consultancy and advisory services to critical approved projects and contribute to problem-solving of successful applicants' on issues encountered during project implementation.
- Manage a review and improvement process to ascertain the continued relevance of the centre's workplace learning initiatives, as well as their contribution and impact on the workplace learning on enterprises.
- Develop annual workplans and corresponding key performance indicators (KPIs) that contribute to the centre’s strategic objectives and aligned to the broader IAL’s direction.
- Any other duties, including cross divisional projects.
Job Requirements
- Minimum 7 years of experience in related fields of adult and workplace learning and/or education technology, preferably in programme conceptualization, evaluation and improvement, and operational management of innovation activities and initiatives, e.g. incubator or accelerator
- Strong analytical skills and proven ability to set and achieve strategic objectives through performance management as well as evaluate and achieve partnerships to promote workplace learning innovation efforts
- Strong systems thinking and problem-solving skills, with the ability to connect the dots to develop a deeper appreciation of current and emerging key issues and exercising good judgement to provide sound recommendations.
- Proven track record in establishing partnerships to deliver on corporate objectives and key performance indicators, analysing emerging industry developments to inform the centre’s strategies
- Proven people management capabilities, with strong networking and interpersonal skills and the ability to coach, engage and motivate staff to achieve organisational goals
- Strong strategic, analytical thinking and sense-making capabilities to drive workplace learning development initiatives
- Resilient and adaptable to change in a fast-paced environment that requires multi-tasking
- Ability to communicate, negotiate and network effectively through excellent interpersonal, written, verbal and presentation skills
- The successful appointee will be based in IAL Campus located at Lifelong Learning Institute next to Paya Lebar MRT station
