About The Job

The Institute for Adult Learning (IAL), an autonomous institute of the Singapore University of Social Sciences (SUSS), is at the forefront of building capabilities and offering continuing professional development for an effective, innovative and responsive Training and Adult Education (TAE) sector.

 

The Centre for Skills-First Practices aims to build capability and mindshare of stakeholders to articulate, activate, and recognise skills, thereby driving the optimisation of human capital development and the effective use of skills in Singapore.

 

As a Principal Analyst, you will be at the forefront of shaping how data and analytics inform skills-first transformation in Singapore. Reporting to the Deputy Director, you will lead the development and application of advanced analytics—including large-scale labour market data and emerging methods—to generate deep insights into skills demand, supply, and gaps. Beyond analysis, you will play a critical role in translating these insights into practical tools, programmes, and strategies that drive real-world impact.

What You Will Be Doing

Advanced Analytics and Skills Foresight

  • Lead the development and application of advanced analytical methodologies to generate insights on skills demand, supply, gaps, and workforce trends.
  • Design and deliver labour market intelligence and foresight projects that inform workforce planning and transformation.
  • Work with large-scale and complex datasets (e.g., job postings, survey data, administrative data) to uncover emerging skills signals and patterns.
  • Produce high-quality analyses and insights that shape decision-making at policy and organisational levels.

 

From Insight to Action

  • Contribute to the translation of research and analytics into practical tools, frameworks, and programmes that enable stakeholders to adopt skills-first practices.
  • Bridge upstream research with downstream implementation—ensuring insights are actionable, relevant, and impactful.

 

Stakeholder Collaboration

  • Establish strong partnerships with internal and external stakeholders to identify synergies and co-develop projects.
  • Contribute expertise to analytics and transformation initiatives.
  • Represent the Centre in collaborative discussions, sharing findings and building consensus across stakeholders.

Job Requirements

  • Analytical Excellence: Deep expertise in labour market analytics, workforce modelling, or related fields, with the ability to apply advanced analytical methodologies to real-world problems.
  • Research-to-Practice Translation: Proven ability to bridge research insights into applied tools, frameworks, or programmes that support organisational and workforce capability development.
  • Knowledge of Skills-First Practices: Familiarity with global and local research on skills, workforce development, and human capital optimisation.
  • Stakeholder Collaboration: Ability to work across boundaries and engage diverse stakeholders, including public agencies, employers, and partners.
  • Communication: Strong communication skills, with the ability to convey complex ideas clearly to non-technical audiences.
  • At least 5–7 years of relevant experience in data analytics, workforce research, or related domains.
  • Strong track record of applying innovative methodologies in practical, policy, or organisational contexts, including work involving large-scale datasets.

 

The successful appointee will be based in IAL Campus located at Lifelong Learning Institute next to Paya Lebar MRT station.
