About the job

The Manager reports to the Assistant Director, Procurement, to support the implementation of E-procurement strategies and support purchasing activities for projects and departments within SUSS.

 

What you will be doing

Key Responsibilities: 

1. Implementation of an Electronic Procurement System :

Support the Assistant Director in setting up the e-procurement system to facilitate University-wide purposes:

  • To assist in the project management for the project from procurement, design, conduct testing & commissioning and implementation of the system alongside the IT and Finance teams and the appointed supplier.
  • Develop change management and communications plan with training programme for end users
  • Manage Supplier onboarding programme to the system.
  • Oversee all enhancement or changes require for the system

 

2. Procurement Operations :

 The Manager will partner with designated departments in SUSS to deliver a full spectrum of procurement activities to meet the dynamic needs of the businesses:

  • Provide end-to-end support, advice and training on procurement policy and procedures
  • Review and process tender documents to ensure full compliance to the procurement policies. 
  • Ensure that tender bids are evaluated fairly, review the recommendation reports for approval.
  • To support the implementation of a e-procurement training programme for users. 
  • Pro-actively engage business stakeholders to identify sourcing and saving opportunities to leverage spend across the University
  • Conduct market scanning to identify potential suppliers for the University's purchases.
  • To improve procurement and spend reporting through data analytics
  • Review processes and procedures and implement improvements to enhance efficiency
  • Assist in the preparation of reports and schedules for audits. 
  • Any other ad-hoc duties assigned by Management or Department

Job Requirements

  • Minimally a Bachelor degree with a minimum 8-10 years.
  • Experience in establishing and managing any e-procurement systems and using appropriate tools and techniques for analysis will be an advantage.
  • Familiarity with S4 HANA Procurement module will be preferred
  • A resourceful team player and leader with a lot of initiative and an ability to work independently.
  • Process strong analytical skills, meticulous with high level of integrity.
  • Effective interpersonal skills with excellent command of written and spoken English
  • Familiar with most Microsoft Office applications
