About the Role

The Office for Skills-First Practices aims to build capability and mindshare of stakeholders to articulate, activate, and recognise skills, thereby driving the optimisation of human capital development and effective use of skills.

 

As a Project Manager in the Office for Skills-First Practices, you will play a critical role in supporting the delivery of high-quality, revenue-generating overseas programmes and maintaining robust internal operations. The role comprises 60% outward-facing responsibilities, focused on regional and international programme coordination, and 40% inward-facing responsibilities, covering administrative, logistical, reporting, and knowledge management tasks. You will work closely with the Subject Matter Expert, the broader IAL team, and external partners to ensure smooth execution of engagements and efficient internal operations. The ideal candidate is highly organised, detail-oriented, and thrives in managing multiple moving parts in a fast-paced environment. The role may require travel from time to time. 

What You Will Be Doing

Job Responsilities

You will support both external programme delivery, stakeholderholder coordination and internal office operations on Administrative, Logistical & Knowledge Management support  that enable the adoption of skills-first practice. These include, but are not limited to, the following responsibilities, which may be reviewed and updated from time to time to meet evolving organisational needs:

  • Coordinate the end-to-end delivery of overseas and local training or consultancy programmes to ensure all project milestones and timelines are met
  • Plan and manage all logistical arrangements, including travel, accommodation, venue bookings, catering, workshop materials, and equipment setup where required
  • Liaise with internal and external stakeholders including overseas clients to confirm attendance, share  pre-engagement details, and address logistical queries
  • Prepare and collate key programme materials such as presentation decks, participant pre-reads, evaluation forms, certificates, and printed materials
  • Prepare procurement documentation and assist with drafting and routing engagement letters and contracts using approved templates
  • Track procurement and contract statuses, following up with stakeholders to ensure timely processing
  • Support the delivery of overseas programmes, which may require travel from time to time
  • Compile and format monthly KPI reports, ensuring data consistency and filing evidence for audit readiness
  • Upload and manage team documents in the shared repository and maintain an organized, up-to-date document repository
  • Assist with website administration by uploading approved content and formatting them according to established web templates
  • Support in the updating and maintenance of contact lists of collaborators and partners for easy reference and reporting purposes
  • Monitor the OSP team mailbox daily, respond to general queries, and route specific requests to the relevant team member accordingly
  • Coordinate internal team meetings (weekly, monthly, or ad hoc) and provide calendar support for the Director, including managing room bookings, and ensuring that proper access rights are correctly set.
  • Support Office-led events such as roundtables and events by managing RSVPs, guest lists, and on-site logistics, and support the coordination of travel and accommodation arrangements for overseas guests visiting Singapore
  • Beyond your core responsibilities, you will contribute to your assigned individual or cross-functional projects, and help foster a positive team culture that embraces Care, Openness and Innovation. You are also expected to invest in continuous learning to remain adaptable and stay responsive to evolving needs.

Job Requirements

The ideal candidate will demonstrate the following skills and attributes:

  • Project Coordination and Execution: Strong ability to plan, execute and track multiple concurrent tasks and timelines across both internal operations and external programme delivery. Able to manage dependencies and adjust schedules proactively in fast-paced settings.
  • Logistics and Operational Planning: Able to handle end-to-end logistics, including travel, venue arrangements, catering, documentation preparation, and onsite coordination for both local and overseas programmes
  • Stakeholder Liaison: Able to communicate with internal teams, partners, vendors, and overseas clients to align expectations, resolve issues, and maintain smooth delivery across touchpoints
  • Procurement and Contract Administration: Familiar with procurement protocols and capable of preparing contract / documentation, tracking approvals, and maintaining clear records.

 

The successful appointee will be based in IAL Campus located at Lifelong Learning Institute next to Paya Lebar MRT station.
