Design, Development & Partnership

Job Description

In this position, you will lead IAL's product development, curriculum and adult learning design, and related initiatives to support IAL's mandate in inspiring, advocating and leading adult learning and professional practice among the Training and Adult Education (TAE) community in Singapore.

You will report to Deputy Director, Design, Development and Partnerships with the following responsibilities:

  • Chart the adult learning frontier through creating, experimenting and launching new evidence-informed approaches in adult learning, through modelling them in IAL’s own programmes and offering products to educate and shift practices in the TAE community
  • Lead a lean Product Development (PD) team’s overall curriculum design and development processes for the development of IAL's formal Workforce Skills Qualifications (WSQ) and non-WSQ Continuing Professional Development (CPD) programmes
  • Lead the development and management of IAL’s credit exemption, recognition of prior learning (RPL) and programme stacking initiative to create a coherent capability-building roadmap for the TAE community, using the Training and Adult Education Skills Framework as a base
  • Lead in the design, development and implementation of One-Stop Skills Credentialing (OSSC), which include the construct, qualifying criteria, badges to launch, information toolkit, application and assessment templates, issuance of credentials, key work tasks, workflow, value propositions and benefits etc. 
  • Lead in reviewing and refining OSSC overall mechanism to ensure that the initiative is aligned to the latest national and TAE development and trends.
  • Ensure business continuity of WSQ and non-WSQ CPD programmes through periodic reviews and improvements
  • Manage development project timelines through submissions of required documentation and close engagement with relevant stakeholders (eg. developers, senior management, SkillsFuture Singapore)
  • Collaborate closely with internal teams and external stakeholders to facilitate smooth implementation of initiatives in accordance with organisational standard operating procedures and corporate governance requirements
  • Prepare and execute team budget and workplan to support IAL’s strategic direction
  • Review project management processes to enhance staff productivity and work efficiency
  • Support IAL corporate projects

Job Requirements

  • Tertiary qualification preferably in one of the fields of vocational and continuing education, or adult learning, or in the related field such as Learning and Development or Human Resource Development (HRD)
  • Attainment of full WSQ ACTA and/or ACLP and DACE qualification will be an added advantage
  • Relevant experience includes:
    • At least 7 years of pedagogical expertise in the development and facilitation of learning experiences
    • At least 5 years in a management role supervising of direct reports in learning, training or HRD design, development efforts towards achieving strategic goals and objectives
    • Proven track record of leading new and innovative educational design and development efforts towards improvement of learning efficacy
    • Conversant in business and organisational practices and terminologies
  • Strong strategic, analytical thinking and sense-making capabilities to drive new ways of thinking and enacting of adult learning
  • Proven team management capabilities, with strong communication, networking and interpersonal skills and the ability to coach, engage and motivate staff to achieve organisational goals
  • Open and collaborative mindset to forge partnerships and stakeholder buy-in for new initiatives
  • Resilient and adaptable to change in a fast-paced environment that requires multi-tasking
  • Excellent written and verbal skills, with an eye to detail especially for vetting of curriculum
