About the Job

The Procurement Senior Manager/Manager, reporting directly to the Assistant Director, is responsible for managing the university's procurement activities. This role focuses on ensuring the efficient and cost-effective procurement of goods and services, leading the procurement team, developing strategic procurement plans, and ensuring adherence to university policies and legal requirements.

What You Will be Doing

Key Responsibilities: 

Strategic Procurement Management

  • Utilize advanced data analytics to assess procurement patterns and identify areas for cost reduction and process optimization.
  • Identify potential risks in the supply chain and operational risks; and develop mitigation strategies.
  • Lead initiatives in sustainable procurement, advocating for environmentally responsible and socially ethical procurement practices.
  • Drive innovation in procurement processes and approaches, leveraging new technologies and methodologies to enhance efficiency and effectiveness.
  • Leads and guides cross-functional teams in strategic sourcing projects from needs assessment to supplier selection and contract finalisation.

Managing Procurement Operations

  • Lead and mentor a team of procurement business partners to administer high value purchases through tenders and ensure compliance with the SUSS procurement policies.
  • Oversee the daily procurement operations, ensuring all processes are executed efficiently and effectively.
  • Serve as the primary contact for internal stakeholders regarding procurement-related inquiries and issues.
  • Collaborate with university departments to understand their procurement needs and provide support and guidance.
  • Collaborate with suppliers and external partners to strengthen procurement strategies and drive mutual value
  • Establish and monitor key performance indicators (KPIs) for the procurement function, regularly reviewing and reporting on performance metrics
  • Ensures accurate and complete procurement records and documentation are maintained and kept up to date in the systems and shared drive.
  • Perform TAC Secretariat duties, including training new TAC members on required processes.

Stakeholder Engagement & Communication

  • Develop and conduct procurement training programme for all staff to increase awareness of procurement policies and procedures.
  • Act as the primary liaison for all audits and work with Asst Director to address any identified gaps and implement necessary controls.
  • Develop and execute change management plans for stakeholders to support new initiatives – e.g.: sustainable procurement policies, implementation of new systems etc.

General

  • Perform any additional duties as assigned.

Job Requirements

  • Minimally a degree in a relevant discipline
  • Minimum of 10 years of experience in procurement, with at least 3 years in a supervisory role.
  • Strong knowledge of procurement principles, practices, and regulations in the public sector (preferable)
  • Hands-on experience with SAP S4/HANA and/or e-procurement systems (preferable)
  • Strong interpersonal, communication and stakeholder management skills
  • Proven ability to manage and lead a team.
  • Tech savvy; passionate in exploring and learning new skills and knowledge.
  • Excellent team player
  • Strong analytical and problem-solving skills
