About The Job

The Institute for Adult Learning (IAL), an autonomous institute of the Singapore University of Social Sciences (SUSS), is at the forefront of building capabilities and offering continuing professional development for an effective, innovative and responsive Training and Adult Education (TAE) sector.

 

We are seeking a highly collaborative and rigorous Senior Specialist (Assessment and Evaluation) to lead Recognition of Prior Learning (RPL), including recognition of prior formal and experiential learning.

 

In this role, you will champion the design, implementation, and continuous evolution of IAL’s dual RPL pathways: Credit Transfer (Pathway 1) and Skills Credentialling (Pathway 2). You will ensure these pathways seamlessly align with national frameworks, including the newly updated Skills Framework 2.0 (SFw2.0), and empower experienced practitioners to gain formal recognition, digital credentials, and advanced standing within the Training and Adult Education Professionalisation Programme (TAEPP). This is a critical role for a senior specialist who believes in alternative, rigorous pathways to competency recognition and wants to shape the future of a skills-first workforce actively.

What You Will Be Doing

Capability Development

  • Operationalise the strategic roadmap for IAL’s RPL, especially Skills Credentialling functions, establishing it as a benchmark platform for skills-first recognition.
  • Manage the implementation and refinement of the two key pathways, ensuring robust quality assurance, operational efficiency, and high-quality applicant experience:
  • Pathway 1 (Credit Transfer): Overseeing module exemptions for hallmark programmes 
  • Pathway 2 (Skills Credentialling): Expanding the robust ecosystem of Skills Badges and Role Badges for experienced, non-traditionally qualified practitioners.
  • Drive upcoming strategic transitions, including the critical alignment of credit exemptions and credentialling processes with the newly introduced Skills Framework 2.0 (SFw2.0).

 

 Assessment Framework Design & Quality Assurance

  • Deconstruct, evaluate, and benchmark diverse external qualifications and complex portfolios of practice evidence against IAL’s programme learning outcomes and national competency standards.
  • Establish and maintain rigorous quality assurance rubrics and assessment moderation protocols to safeguard the institutional integrity and professional currency of issued credentials and badges.
  • Oversee the end-to-end assessment journey, from the foundational Skills Advisory discussion to the evidence-backed decisions.

 

Stakeholder Engagement & Ecosystem Integration

  • Foster deep collaborative relationships with internal divisions to ensure credentialling structures are informed by cutting-edge learning science and adult education insights.
  • Engage closely with external partners to cultivate buy-in and anchor the value of IAL’s digital credentials.
  • Act as a subject matter expert and thought leader on RPL, representing IAL at cross-agency and cross-functional platforms and establishing skills credentialling centres and professionalisation platforms.

Job Requirements

  • A bachelor’s degree in any discipline from a recognised university.
  • Preferred: A master’s degree in education, with a specialised focus on Curriculum Design, Learning Sciences, or Educational Assessment.
  • Preferred: Attainment of the WSQ Advanced Certificate in Learning and Performance (ACLP).
  • Deep Expertise in TAE: A minimum of 8-10 years of progressive experience within the Training and Adult Education (TAE) sector or a highly relevant higher education/continuing education environment.
  • Assessment & Curriculum Mastery: Proven expertise in competency-based assessment design, portfolio evaluation, or the operationalisation of RPL frameworks. Familiarity with alternative credentialling (e.g., digital badges, skills credentials) is highly advantageous.
  • Ecosystem Knowledge: A strong working understanding of Singapore’s Skills Framework, SkillsFuture initiatives, and WSQ quality assurance standards.
  • Leadership & Project Management: Demonstrated track record of leading small-to-medium specialised teams, managing operational timelines (such as complex review cycles), and steering cross-functional initiatives.
  • Communication & Influence: Exceptional professional written and verbal communication skills. Ability to articulate nuanced, rigorous assessment logic to diverse audiences and achieve peer buy-in across complex institutional boundaries.

 

The successful appointee will be based in IAL Campus located at Lifelong Learning Institute next to Paya Lebar MRT station.
